European Energy Storage Policy Framework Energy Storage a Cornerstone of Many European Power Grids

Official recognition: Energy storage systems are now formally designated as a key component of European power grids and active market participants

Market integration: In December 2025, ENTSO‐E published a policy paper detailing electricity market reforms to fully integrate utility-scale storage

Policy support: In July 2025, the European Commission issued guidance to lower energy bills and accelerate clean energy deployment, explicitly facilitating storage deployment alongside renewables and grid upgrades

Monitoring & competitiveness: The Commission launched the European Energy Storage Inventory in March 2025, a real-time dashboard tracking ESS installations and market competitiveness

Grid-forming for 1MW generators: ENTSO‐E also released a technical report outlining requirements for generators, including inverter-based ones, such as BESS, to stabilize the European grid.

EUROPEAN ENERGY STORAGE INVENTORY

Note: Although there is a broad regulatory framework for BESS installation across EU-members EU 2023/1542, they do not apply uniformly across all countries. Like the US, some European countries have more predictable and straightforward regulations while others do not.
