African Energy Storage Policy Framework
National energy strategies increasingly recognize the role of storage for grid flexibility and renewable integration. South Africaʼs Renewable Energy Masterplan, approved in 2025, includes policy support for BESS as key tool to manage intermittent solar and wind generation and to enhance energy security
Similarly, Moroccoʼs policy goal of reaching 52% renewable share by 2030 is directly linked to increased focus on BESS, such as the 1.6 GW standalone BESS project for grid balancing
Energy storage policy across the continent reflects diverse national realities, with a small number of leaders (i.e. South Africa, Morocco, Egypt) driving significant BESS growth, while others are just beginning to embrace the potential as storage prices continue to fall
South Africa is emerging as a key energy storage player on the continent, representing over 60%of Africaʼs grid-scale BESS pipeline in 2025, thanks to its Battery Energy Storage IPP Procurement Program
2025 marks the inflection point where African energy policy begins treating battery storage as core infrastructure
