Saudi Arabia Top-Down Renewable Policy, Driven by Solar Integration, Makes it a Fastest Growing ESS Market
Saudi Vision 2030 maps out a 50% renewable goal by 2030, requiring 100130 GW of solar and wind to be deployed The Kingdom of Saudi Arabia KSA) has so far signed over 64GW of renewable PPAs by end of 2025 This portfolio includes the lowest solar 1.04 $c/kWh) and wind $1.34 $c/kWh) PPA prices in the world, respectively at Shuaiba and Dawadmi. In support of renewables integration, the Saudi Ministry of Energy has set a target of 48GWh of BESS by 2030; 8GWh of this was brought online in 2025 with a further 14GWh in active construction and 8GWh in tender, all at major 380kV HV substations The average project sizes seen in KSA are the largest in the world, at 2,344MWh (nominal) per project Four of the operational projects at Bisha, Jazan, Najran and Khamis are ranked in the current 10 largest BESS in the world Recent project awards for KSA BESS projects at Tabuk and Hail were signed at $73/kWh for turnkey ESS - the lowest BESS prices in the world outside of China seen to date.
Note: KSA projects are typically reported in the media and by some analysts based on nominal energy capacities rather than rated or useable energy due to substantial overbuilds in lieu of augmentation. The values quoted by the Ministry of Energy are in rated energy, but each 2GWh rated project has approx 2.52.6GWh nominal installed energy.
