Recycling Capacity in China Exceeds That of Other Regions, and the Government is Attempting to Regulate It Chinaʼs Whitelist: The whitelist is reserved for companies which meet the governmentʼs “Industry Standard for Comprehensive Utilization of Waste Power Batteries of New Energy Vehiclesˮ; the 2024 edition of these standards updates recovery rate requirements (e.g., Lithium target moved from 85% to 90%) and environmental requirements (e.g., fluorine emission recovery rates must be 99.5%. Currently, 156 companies are on the whitelist, compared to an estimated 196,000 battery-recycling-related companies that are operational in China. Companies not on the whitelist can operate without proper environmental and waste management, lowering their operating costs in a hugely competitive market that is at serious risk for having more recycling capacity than feedstock. Consequently, current utilization rates at whitelisted companies are said to be relatively low. See China section for more information on Chinaʼs recycling policies and industry.
